Clothing is designed to fit comfortably within the size range.  If your measurements fall on a number shared by two sizes, consider your other measurements and whether you want a very snug (choose the smaller size) or looser fit (choose the larger size).  This vinyl fabric is rather stretchy in all directions and very snug is comfortable, if your size matches the chart.
